Dicle University has announced its supplementary placement results for international students for the 2026-2027 academic year, in an announcement dated 3 September 2026.
You can check your result in two ways: through the address where you applied, obs.dicle.edu.tr/oibs/foa_app/, or from the result list published as an attachment to the university's announcement.

Registration Calendar and Method
- Registration opens: 7 September 2026
- Registration closes: 15 September 2026
Registration takes place at Dicle University's Student Affairs Department. The announcement defines the method clearly: registration is carried out by the candidate personally or by a representative granted power of attorney at a notary.
And there is an important restriction: registration by post or courier is not permitted. You cannot register by sending your documents; either you attend yourself, or someone to whom you grant notarised power of attorney in Türkiye handles the process on your behalf.
The announcement also warns: a candidate who does not complete final registration within the stated dates loses the right to register.
Documents Required for Final Registration
The list published by the university:
- Original high school diploma
- Diploma equivalency certificate — obtained from Provincial Directorates of National Education or Turkish foreign representations
- Notarised copy or photocopy of the passport — if the original is brought together with the photocopy, it is certified by the relevant unit
- Notarised copy or photocopy of the student visa — obtained from Turkish foreign representations; if the original is brought with the photocopy, it is certified by the relevant unit
- Residence permit document — obtained from the Directorate General of Migration Management, and it must be delivered to the relevant unit's student office within two months of the registration date
- For Turkish nationals, a declaration of the Turkish ID number or a photocopy of the identity card, plus the entry-exit record
- For dual nationals born as foreign nationals who later acquired Turkish citizenship, a detailed civil registration copy
- For Turkish nationals who completed their entire high school education abroad excluding the TRNC, a transcript — including those who completed it at Turkish schools abroad
- Bank receipt showing payment of the first instalment of the tuition fee (for students obliged to pay)
- 1 photograph — 4.5x6.0 cm
- Foreign language proficiency certificate and Turkish proficiency certificate, if held
- TR-YÖS result document — only for those placed in the Faculties of Medicine, Dentistry and Pharmacy
- Financial guarantee declaration form
Four Points to Watch
1. The student visa is among the registration documents.
This is a requirement that sets Dicle University apart from many others. A student visa obtained from Turkish foreign representations is required for registration. You cannot leave the visa until after registration; you must have it in hand when you attend.
Since the registration window closes on 15 September, start your visa application immediately. Appointment and processing times vary from country to country.
2. Two months for the residence permit.
The residence permit document is not required at the moment of registration, but it must be delivered to the relevant unit's student office within two months of the registration date. Make your application to the Migration Management office as soon as your registration is complete.
3. General Health Insurance is mandatory.
The announcement states it plainly: registered students are obliged to obtain General Health Insurance within one month from the beginning of each term under Article 60 of Law No. 5510.
This one-month window is an easy detail to miss. Add it to your post-registration checklist right away.
4. False declarations cancel registration.
The announcement carries a clear warning: candidates who make false declarations are not registered, and any registration already completed is cancelled.
An Interesting Feature of This Placement: The High School Average Is Decisive
Examining the published result list reveals a striking pattern. Most placed candidates show a TR-YÖS score of zero, with the high school diploma average used as the placement score.
This means Dicle University gave broad scope to criteria other than TR-YÖS in this placement. Candidates who did not sit the exam but hold a strong high school average have also been placed.
The TR-YÖS result document, meanwhile, is required only from those placed in the Faculties of Medicine, Dentistry and Pharmacy. In other words, TR-YÖS does not stand out as a compulsory criterion for programs outside those three health faculties.

Which Countries Are the Placed Candidates From?
The result list also illustrates Dicle University's international student profile. It includes candidates placed from countries such as Afghanistan, Somalia, Syria, Palestine, Iraq, Iran, Egypt, Pakistan, Chad and Cameroon.
The programs involved are wide-ranging: Atatürk Faculty of Health Sciences (Nutrition and Dietetics, Nursing), Faculty of Pharmacy, Faculty of Communication (Journalism, Public Relations and Publicity), Faculty of Agriculture (Horticulture, Plant Protection, Agricultural Machinery and Technologies Engineering), Ziya Gökalp Faculty of Education (Primary School Teaching) and various vocational school programs (Oral and Dental Health, Anaesthesia, Dialysis, Physiotherapy, Cookery, Child Development, Computer Programming, Electricity, Interior Design and others).
What You Should Do Now
- Verify your result via obs.dicle.edu.tr or the result list.
- Start your student visa application immediately — it is mandatory for registration and time is short.
- Prepare all thirteen documents — especially the equivalency certificate and the financial guarantee declaration form.
- Pay the first instalment of the tuition fee and keep the receipt.
- If you cannot travel to Türkiye, begin the notary power of attorney process — registration by post is not accepted.
- Deliver your residence permit document within two months of registration.
- Obtain your General Health Insurance within one month of the start of the term.
If You Were Not Placed
This is the university's supplementary placement round. Not being placed in one round does not mean the process is closed; universities open new rounds from time to time depending on remaining quotas.
